ECM - CERTIFIED MAINTENANCE MANAGEMENT SYSTEM
The best guarantee for the continuous and comprehensive operational safety of railway vehicles is the regular and legally compliant execution of maintenance. In order to assure this, we assume the maintenance responsibility for you according to implementing regulation (EU) 2019/779 as long-standing experts in this field. According to this EU implementing regulation all railway-bound vehicles (12-digit vehicle ID number) must be attributed an ECM.
With LEONHARD WEISS you have got a reliable and strong partner with great precision and strong expertise to support you. We offer the use of our certified maintenance management system according to implementing regulation (EU) 2019/779 – appendix II.
We actually carry out the ECM management functions I and II for you and subcontract or monitor the ECM functions III and IV at your premises.
In addition to that, we offer the following performances:
- Obligatory: first and follow-up audits on site or remote, as well as issuing certificates
- optional: trainings and further consulting services
- optional: ECM IV maintenance performance function
- optional: evaluation and modification of railway vehicles
Explanations concerning the ECM functions:
A) ECM I – MANAGEMENT FUNCTION
ECM I provides a functioning and certified maintenance management system (in the following text referred to as “MMS“), in order to guarantee a safe maintenance of the railway vehicles registered in the MMS. For this task we implement all requirements of the implementing regulation cited above at LEONHARD WEISS, part of which are the following elements, among others:

B) ECM II – MAINTENANCE DEVELOPMENT FUNCTION
ECM II makes sure that the processes prescribed by ECM I concerning modifications of railway vehicles are carried out compliantly and that the entire required (technical) documentation is created, is complete and up-to-date. The following points are the main points of focus:

- classification of safety-critical and safety-relevant construction parts and making sure that the criticality is taken into account for all relevant processes
- risk evaluation of modifications of railway vehicles
- guarantee of completeness and currentness of the documentation (test book with documents, significance test, etc.)
C) ECM III – VEHICLE FLEET MAINTENANCE MANAGEMENT FUNCTION AND ECM IV – MAINTENANCE PERFORMANCE FUNCTION
In connection with audits and document examinations we confirm that you or a subcontractor appointed by you fulfil(s) the requirements of the ECM functions III and IV and that you are thus able to carry out your tasks in compliance with legal requirements.

D) OPTIONAL PERFORMANCES BY THE TRACK CONSTRUCTION TECHNOLOGY WORKSHOP OF LEONHARD WEISS (ECM IV)
